Ned Bartlett is an accomplished attorney and executive with over thirty years of experience helping public and private entities solve complex challenges in infrastructure, energy, environment, and transportation. Ned is a pragmatic, strategic advisor who brings a unique result driven perspective to legal, technical, and public policy issues for clients in evolving regulatory environments grounded in his leadership roles in government, private law practice, and industry.

As Undersecretary of the Massachusetts Office of Energy and Environmental Affairs, Ned helped diversify the Commonwealth’s energy supply and chaired the Energy Facility Siting Board. He subsequently held multiple senior roles including Vice President and Chief Compliance Officer, Vice President of Government Relations & Public Policy, and Vice President of Government Markets for Veolia North America, an environmental services company. Ned was also a partner at a Massachusetts law firm for fifteen years. Most recently, as a sole practitioner and consultant, Ned directed cross-functional teams through federal, state, and local permitting for energy and transportation projects, including on time and on budget delivery of a significant intermodal terminal expansion that increased facility throughput by 50 percent. 

At Preti, Ned collaborates with executive leadership teams on significant projects and initiatives. He advises diverse enterprises on permitting, regulatory compliance and enforcement, land use, energy and infrastructure development, sustainability, climate preparedness, government and stakeholder relations, ESG, corporate compliance and risk management. Ned has extensive experience with all phases of complex development projects, including finance, due diligence, planning, siting, land acquisition, environmental impact assessments, permitting, stakeholder engagement, mitigation, community benefit agreements and sale of assets and portfolios. His experience spans all manner of high-priority capital and operational projects and programs critical to profitable business growth.

Ned earned his J.D. and Master of Environmental Law and Policy from Vermont Law School and his B.A., cum laude, from Lehigh University. Throughout his career, he has served on numerous boards focused on economic policy, water policy, and energy and environmental issues.
