Preti Flaherty Welcomes Attorneys James W. Beers, Jr., and Alan E. Topalian to the Firm

Preti Flaherty is pleased to announce the arrival of two new attorneys: James W. Beers, Jr., and Alan E. Topalian.

James joins the Environmental Practice Group as a Director and will work from the firm’s Washington, DC, office. Prior to joining Preti Flaherty, he was senior trial counsel in the Environmental Enforcement Section of the U.S. Department of Justice. James graduated from William & Mary School of Law and worked as a judicial law clerk for the Hon. James C. Fox at the United States District Court for the Eastern District of North Carolina and as an associate for a top Washington, DC, law firm. He earned a B.A. in Economics and Latin American Studies from the University of Virginia and has traveled extensively throughout Central America and Europe. James lives in Alexandria, Virginia.

Alan joins the firm’s Energy and Telecommunications Practice Group as an Associate in Boston, following seven years in the General Counsel’s Office of the Massachusetts Department of Public Utilities.  He received his law degree from George Washington University Law School and a B.A. in International Politics and Economics from Middlebury College. While at GW, he was a member of the Environmental Law Society, served as Managing Editor of the George Washington Journal of Energy & Environmental Law, and held a clerkship at the U.S. Department of Energy in the Office of General Counsel. Alan lives in Charlestown, Massachusetts.
