PORTLAND, Maine -- As the Vietnam War slid toward quagmire in the mid-1960s,
a young press aide to President Lyndon B. Johnson named Harold C. Pachios saw
firsthand how a White House mobilizes, in his words, to "shield the
administration from accountability." It didn't work. "Ultimately, Johnson was
held accountable by the American people for a war that was unpopular, that was
ultimately found to be unnecessary," says Pachios.
