Dan is a Partner, Chair of Preti Flaherty's Government Affairs and Regulatory Group, and Chair of the Cannabis Business Group. He focuses his practice on advocating for clients before the Maine Legislature, the Executive Branch and other state and federal governmental agencies. Dan focuses his practice on legislation and regulatory issues, including election and campaign finance law, having represented many elected officials including a Governor, legislators, political parties, PACs, and campaigns. He represents many government affairs clients including the statewide association of private independent colleges and universities, the state association of independent K-12 schools, the association of Maine alpine and Nordic ski areas, the Maine Blueberry industry, a national technology company association, national liquor distributors, and a national gaming client and its Maine-based casino. Dan drafted the 2009 cannabis citizens’ initiative petition and now represents various businesses in the Maine adult use and medical cannabis industries, including the company providing tracking services to Maine. Dan has extensive knowledge of the citizen initiative process, having taken clients successfully through this process to business formation.

Prior to joining Preti Flaherty, Dan served as Legal Counsel to the Speaker of the Maine House of Representatives, advising on constitutional, procedural and policy issues. He also completed two clerkships with Judges Gregory K. Orme and James Z. Davis of the Utah Court of Appeals, and formerly practiced anti-trust law as a litigation associate with a Utah-based firm.
