Carlisle J. Tuggey joined Preti Flaherty's Portland office in 2005 and practices with the Environmental Practice Group. Prior to joining the firm, Carlisle worked with the Yale Center for Environmental Law and Policy as a research assistant. She also completed several legal internships for organizations including Trustees for Alaska, the New York State Office of Attorney General (Environmental Protection Bureau), the Pace Land Use Law Center and Freehills Law Firm in Sydney, Australia.

Her background in environmental science, policy and law allows her to approach climate strategy issues from a multidisciplinary perspective. In addition, Carlie has built professional relationships through both academic training toward her law degree and a masters degree in environmental management, which provide her with access to the continued and rapidly changing information from professionals throughout the country working on these emerging issues.

Carlie is a member of the American Bar Association/Young Lawyers Division and served as the District Representative for District 1 (Vermont/Maine) 2006-2008. She is an active member of the Maine State Bar Association and served as Board Member and Secretary of the New Lawyers Section in 2006.

Carlie earned her Juris Doctor/Master of Environmental Management from Pace University School of Law and Yale University School of Forestry & Environmental Studies in 2005. During that program, she completed several courses that addressed the development of carbon markets and the potential costs and benefits of such market advances on businesses. These academic experiences uniquely position Carlie to assist clients facing these new and challenging questions, in the real world.

Carlie graduated in the top fifteen percent of her class at Pace and the top five percent of her class at Yale. She earned her B.S. in Environmental Studies from Bates College in 2000. She argued in the Vis Moot Court competition in Vienna Austria to the Quarter Final rounds.

Carlie is a USSA Certified Professional Ski Racing Coach and has competed in International Ski Federation (FIS) ski racing throughout North America and Europe.
