For Plum Creek, the nation's largest private landowner, Preti Flaherty led a team that petitioned Maine's Land Use Regulation Commission (LURC) to rezone nearly 420,000 acres of land in Northern Maine. Carlisle was significantly responsible for all aspects of rezoning, with a focus on natural resource due diligence. She coordinated all review agency correspondence and comments, working with the Department of Environmental Protection, the Dept. of Agriculture, the Bureau of Parks and Land, the Dept. of Inland Fisheries and Wildlife, the U.S. EPA and the U.S. Army Corps of Engineers. After proceedings lasting three and a half years, Plum Creek's petition to rezone was unanimously approved by LURC.

Representing a private developer, Carlisle was significantly responsible for obtaining rezoning and development approval from the Land Use Regulation Commission (LURC) and the Department of Environmental Protection (DEP) within the Prospective Zoning Plan area for the Rangeley Lakes Region for the development of a U.S. Border Patrol Station in Dallas Plantation, Maine. Preti Flaherty obtained the decision in only six months – the only rezoning ever approved by LURC within the Prospective Zoning Plan area.
